Certificate of Occupancy in Philadelphia
The approval that says a building is legally ready to be used or occupied.
What is a certificate of occupancy (CO)?
A CO is the City of Philadelphia's confirmation that a building is legally ready to be occupied and used for a particular purpose. It certifies that the completed work passed inspection and that the use matches the zoning and building approvals. Without it, a space generally cannot be legally occupied.
When do you need one?
A CO — or a use registration — is typically required after new construction, major renovation, or a change in a property's use. Buying a property whose actual use does not match its certificate is a classic hidden problem, because it can mean the current use is not legal.
What happens without a valid CO
Occupying or leasing space without the required certificate can trigger violations, fines, and problems selling or financing. Confirming the CO — and that it matches the intended use — is a standard part of due diligence on any development or purchase.
