What is a Certificate of Rental Suitability?
A Certificate of Rental Suitability is a document Philadelphia landlords must obtain from the City and provide to each new tenant at the start of a tenancy, along with the City's tenant handbook. It certifies that the property is in a condition suitable to rent.
When is it required?
The certificate must be given to the tenant at the outset of the lease, and it generally must be recent — obtained within a set window before it is handed over. A landlord provides a fresh certificate for each new tenancy, not once for the life of the property.
Why it matters for landlords
Like the rental license, the certificate is a prerequisite to enforcing the lease: a landlord who did not properly deliver it can find an eviction dismissed. Handling it correctly at move-in protects the landlord's remedies later.
